I've never seen one like it, either.
The whisky decanters you mentioned may have been more of a travel retail thing, rather than a Japanese market thing. Now, it's not uncommon for retailers to offer "limited edition" products made exclusively for the Japanese market, but I'm not sure about the decanters.
