Strongest Men's Rose fragrance

Lutens La Fille de Berlin is squarely unisex (I wear it all the time), extremely rose-forward, and quite strong, plus it's affordable from discounters from the moment. It feels like a rose soliflore, but it's cut with metallic geranium, palmarosa, and a bit of honeyed patchouli in the base. I get insane projection and longevity, but apparently not everyone does. I love this one - my one word of caution is that if you're not comfortable wearing a purely floral scent, this isn't for you.

Declaration d'un Soir is also great; more of a peppery, woody rose (more inherently masculine).

Ombré Nomade is pretty nuclear on me. You could purchase a decant for a lower cost…. It is strong and a 15ml or 30ml decant should last a long time and can be had at reasonable costs.

I bought a 15ml decant to try it before I purchased a bottle, that was like $50 shipped from a seller I like. May be something else to consider.

Armani Rose d’ Arabie is another one I love that I purchased a decant of first before searching out a bottle.

Can point you to some well regarded decant sellers I have worked with if that would be helpful.

Amouage Lyric Man is my favorite, though I’m basing that on a vintage sample I finished years ago. Been tempted to buy a new bottle lately, just a little afraid of reformulation.

The new one has a good bit more DHM in the musks, almost like an 80's fougere, it makes the opening feel soapier and cheaper, kinda similar to what they did to Homage, it gives the impression of a really nice rose bubblebath or laundry detergent. After a while it becomes closer to the original. I got it for around $130 which is a good bit less than I remember it costing ~10 years ago. If you can get past the opening its still pretty good imo.

I wish I had sampled Bvlgari Garanat first, it's way better overall but nearly double the price... but they are quite different so eventually I'll own both. :)

If you want inexpensive, grab a bottle GFF Uomo by Gianfranco Ferre (1996) and call it a day. Nuclear green rose for men.
I haven't tried this but certainly trust Varanis' nose and his addressing of your budgetary concerns.

Decalarion d'Un Soir is quite nice. Though technically a "designer" scent, it's a bit tricky to obtain and as such has been marked up a bit.

I often see Habit Rouge and Antaeus mentioned in rose threads. I don't dispute there is a rose aspect to those, but it's sure not very pronounced-- at least to my nose and I have several rose scents.

Montale Black Aoud has a strong rose note and is to me the pioneering rose/oud scent. It's strong and not overly pricey on FragranceNet.

Lyric Man and Portrait of a Lady are quite rosey, but would seem to be out of OPs comfort zone price wise.

I think Domenico Caraceni 1913 is an awesome rose scent for a guy, but while once reasonably priced, it's now north of $200US now for the relaunched EdP version. I don't really know your tastes johnoleary, but I would bet this one would strike a chord with you. Rose, geranium, incense...a bit soapy. Wet shavers love it.

Initio Atomic Rose is well, an "atomic" rose. But maybe more than a skosh feminine. So overwhelming it's hard to say.
I don't think I have a big enough personality to pull something like that off.

Lyric Man, Made in Oman, or, if you can get an original release bottle.

My favorite for a man though is the darker take of Ungaro Pour L'Homme. Simply divine.

Green rose, go for Chanel No. 19.

And since the house of Ungaro was mentioned, also adding in completion to Ungaro pour l'Homme also Ungaro II, as well as quite high performance while also fairly affordable options among Ungaro III flankers-like Ungaro III Parfum Aromatique, Ungaro III Oud Edition and/or Ungaro III Gold & Bold.

To an untrained nose like mine, Ungaro III (I suspect II was a typo, as it is a citrus and civet masterpiece, albeit with no discernible rose note) is the more obviously rosy of the 2, with the other being the dark, wormwood-heavy and less crowd-pleasing Ungaro I, which I find the hardest to wear of the trio. I have never tried any of the Ungaro III flankers you mention, but their ubiquity and affordability make them great scents to buy blind.

I know you requested inexpensive but give Frédéric Malle Rose Tonnere a try, you could always buy a 10ml if you really love it. It's the strongest/longest lasting rose I've smelled and it works beautifully on a man, the base is woody and earthy.

Perris Monte Carlo Rose de Taif is also nice and shows up on discounters sometimes.

Otherwise there's the obvious Moschino Toy Boy which can be found super cheap and lasts forever.

Egoiste too. Great fragrance, and it contains rose, but is it a great rose fragrance? (No.)

Seconding Aramis 900, Toy Boy, and Habit Rouge edp for relatively inexpensive options. They’re not all that similar except for the rose, so sample if possible.

If you’ve no aversion to fragrances marketed to women, both Perfumer’s Workshop Tea Rose and Elizabeth and James Nirvana Rose are both good performers and heavy on the rose. I don’t care for the former, but Nirvana Rose is excellent.

Oh, and one more: I’ve not tried Creed’s Royal Mayfair, but Phoenix Artisan Accoutrement’s Doppelgänger Gold Label is supposedly a clone and an excellent rose fragrance. If you like Burberry Brit, I’d recommend sampling.
