Help! Perfume stranded in Dubai...

I have a single perfume that's really hard to get in the USA that's being held for me by a small-time perfume shop owner in Dubai. Problem is, he not only won't ship outside of Dubai, but he wants COD! I have vetted him as much as I can and all seems legit, and it's not a huge amount of $. But I'm stuck!! Thought I had someone, who previously agreed to receive and then ship, but he went MIA.

Are there any options for me, or should I just let it go?
