What is better for perfumery: pure or denatured ethanol?

Unless your regulating body considers fragrance raw materials to be denaturants.
I've figured that to be true, but I've been told that there are countries that, if you include denatured alcohol at all - even though the alcohol itself is denatured by virtue of the added elements in perfume, it can still be considered drinkable alcohol. It's weird, and I am not super knowledgeable about it.

I’ve never used denatured ethanol for perfumery, only non denatured and have had excellent results. It works great to turn concentrated perfume oils into parfums, or eau de parfums. It takes about a month for everything to macerate, but the outcome is always more than satisfying. I live in the States where 200 proof non denatured ethanol is abundant and can be purchased with no licensing requirements.
